Israeli Prime Minister Yitzhak Rabin does not appear to have had to pay anexcessive price to persuade Meretz and Shas to join his own Labour party in thecoalition government which he presented to the Knesset on 13 July - meaningthat he will be free to employ both the carrot and the stick in the negotiationswith the Palestinians on autonomy which he has put at the top of his agenda.
