Soviet Oil Exports to Decrease by 50% in 1991

The Soviet Union draft federal budget for 1991 has projected a 50% drop inoil exports in 1991. The budget, presented to the federal parliament on 26November, says that "oil exports will be reduced by a factor of about twocompared to the level forecast for 1990."
