Kazakhstan Plans Major Refinery Upgrade
Bakhyt Makhanov, head of downstream strategic management at Kazakhstans Ministry of Energy, announced on 14 August that Kazakhstan is planning a $3.4bn modernization of its three main refineries, at Pavlodar, Shymkent and Atyrau.
