Lukman Says non-OPEC Restraint Key to Price Stability
Nigeria's Oil Minister, OPEC Conference President Rilwanu Lukman, hasexpressed guarded confidence that oil prices can be kept at $18-20/B in 1988,but emphasized that this will require non-OPEC producers to exercise a measureof restraint.
