All oil exporting countries - whether developing or industrialized, members or non--members of OPEC - will incur in 1986, and probably in years beyond, the heavy economic and financial costs of recent petroleum policies. The current rapid and significant oil price decline which is likely to continue unless producer countries modify their supply policies will drastically curtail the revenues of most oil exporting governments.
