Mexican Reticence Prevents Major Cartagena Announcement
As a result of Mexico's involvement in major debt negotiations in Washington, last week's meeting of the Cartagena group (Mexico, Venezuela, Colombia, Brazil, Argentina and Uruguay) in Uruguay in the end failed to come out with the expected hard-line statement on interest-rate capping.
