The announcement in Tehran that Iran is to resume oil supplies to Syria confirmed the breakdown of Jordanian and Saudi efforts to engineer a Syrian-Iraqi rapprochement. The revitalization of Syrian-Iranian links has undoubtedly helped the Syrians in their efforts to restore order in Beirut.
