Iraq has stepped up its strikes against Iranian centers, especially Tehran itself, to an unprecedented level, in the so far vain hope of persuading Iran to negotiate peace. While responding in kind as best they can, the Iranians have also been making renewed overtures to the Arab states of the Gulf, stressing a desire for friendlier relations.
