Kuwait has unveiled a new five-year development plan, targeting economic reform, and the realization of a number of long-stalled major projects.

The plan, due to start in 2015, was approved by the cabinet but still needs to be passed by parliament – not a simple matter given the bitter, intransigent nature of Kuwaiti politics.
