Syrian President Bashar al-Asad's declaration of a general amnesty has met with a skeptical reception. Yemen's problems are metastasizing. In Bahrain the authorities have lifted martial law and called for talks on reform. The Arab League has endorsed the Palestinians' plans to resort to the UN. Egypt has eased the blockade of Gaza.
