Iraqs Shias and Kurds duly submitted a draft constitution to the National Assembly on 22 August, but by the end of the week it had still not been adopted and last-minute negotiations with the Sunnis were continuing in an attempt to preserve a consensus. The Americans were less happy at the end of the week than the beginning.

Still No Constitution
