Russia and France (and Jordan and Yemen) have angered the Americans by sending non-commercial/humanitarian flights to Iraq without seeking authorization from the UN Sanctions Committee. A bellicose outburst by Iraqi President Saddam Husain was probably intended to draw attention to what he was not going to do.
