On the eve of a visit to Europe by Israeli Prime Minister Benjamin Netanyahu,British Foreign Minister Robin Cook put forward a six-point EU plan to restore momentum tothe Palestinian track of the peace process. Mr. Netanyahu countered with a four-point planof his own which he must have known would be unacceptable to the Europeans, let alone thePalestinians. The US now says it will "consult" with the Security Council beforetaking any further...
