Five of the six members of the Gulf Cooperation Council - the exception isQatar - appear to be tilting fairly heavily in favor of the south in Yemen'scivil war. Jordan has unexpectedly (and uncharacteristically) taken the lead inthe bilateral peace negotiations, and the Israelis seem to believe that Syria isabout to return to the negotiating table.
