Iraq Detects Signals of Change from Washington, Says Hamdun
Mr. Nizar Hamdun, the Iraqi ambassador to the UN, said that while his countrydetects signals from Washington that may indicate President Clinton is willingto open a dialogue, one should not assume that "a change is in theoffing."
