Since the first Gulf war, several oil ministers have been appointed to the Iraqi Ministry of Oil (MOO), most of whom have originated from outside the oil sector. Nonetheless, what kept the ministry going, despite the wars, sanctions and the dictatorship, were the hundreds of very experienced and talented experts who worked in the fields and plants and were later promoted to become heads of departments and companies.
