Plan for Oil Buffer Stock Receives Cool Reception
French Finance Minister Pierre Beregovoy has revived the idea of creating abuffer stock of crude oil which would be used to stabilize prices but hisproposal seems unlikely to win acceptance, despite an apparent statement ofsupport from the Saudi Minister of Finance and National Economy, Muhammad Abaal-Khail.
