Foreign Investors Look For Streamlined Algerian Oil Bureaucracy As Shell Exits
Algeria has amended its 2005 hydrocarbons law with the aim of incentivising frontier and shale investment. But a cultural sea change in its energy bureaucracy, in particular greatly streamlined approvals, will be necessary to make Algeria more attractive to foreign investment. Shell is the latest foreign firm headed for the exits.
